Why Doesn’t Medicare Cover Hearing Aids?

Why Doesn’t Medicare Cover Hearing Aids?

by | Sep 24, 2025 | Insurance, Patient Resources

When it comes to the common question of “Does Medicare cover hearing aids?”, the answer is no. Does that surprise you? If it does, you’re not alone.

Many Medicare beneficiaries share your frustration and confusion about why such an essential component of healthcare is left out.

There are historical, financial, and legislative aspects of Medicare’s evolution that explain this lack of coverage, which we delve into more below.

But, most importantly, rest assured that you still have options for financing your hearing health journey.

Historical and Structural Reasons

Understanding why Medicare doesn’t cover hearing aids involves looking back to 1965, when Medicare was first established. Its original intent was to cover hospital stays, doctor visits, and acute medical care, as those were the basic needs prioritized at the time.

The Social Security Act of 1965 specifically carved out exemptions including hearing aids, eyeglasses, and dental care. These exclusions were based on the notion that preventive and lifestyle-enhancing devices were not part of the acute care framework.

Also, covering hearing aids for more than 60 million beneficiaries would dramatically escalate financial concerns. The financial sustainability of Medicare is a significant consideration, which has blocked many efforts to broaden coverage, including keeping hearing aids outside the core Medicare benefit package.

Legislative and Policy Barriers

Despite several legislative attempts to adjust Medicare hearing aid coverage, such changes have repeatedly faced hurdles.

Proposals have been made in Congress to include hearing aids under Medicare, sparking hope among beneficiaries that change might be on the horizon. However, these initiatives have not gained sufficient traction, and regulatory challenges and budgetary constraints continue to impede progress.

Evolving Needs and Technology

When Medicare was created, hearing aids were less common than they are now, and they were technologically primitive compared to today’s standards.

You’re likely aware of the difference that modern hearing aids can make; they are no longer simple sound amplifiers but are complex digital devices that enhance hearing abilities remarkably. Today, hearing aids are highly effective and critical for maintaining quality of life, particularly as people live longer and remain active well into their senior years.

Unfortunately, Medicare policies have not adapted to keep up with these advancements.

Alternatives and Solutions

While traditional Medicare doesn’t cover hearing aids, you do have alternatives.

Many Medicare Advantage plans offer more comprehensive coverage options, often including hearing aid coverage through third-party partnerships. Additionally, Medicaid covers hearing aids in some states, providing another avenue for assistance.

Also, keep in mind that state-level programs and various financing options might also be available to support you in acquiring the necessary devices.
